East Riverside Blvd. over I-90 Reconstruction

Baxter & Woodman provided design and construction engineering services for the $8.4 million reconstruction of East Riverside Boulevard in Winnebago County, Illinois.  The existing two-lane cross section was upgraded to four through lanes with intersection improvements at the I-90 ramps, Interstate Boulevard and Bell School Road.  The existing bridge carrying East Riverside Boulevard over I-90 was relocated to the south and widened to accommodate the additional lanes.  Existing embankments were widened, piles driven for new abutments and piers, andRiverside Blvd bridge new superstructure installed to provide a larger clear zone for the Tollway lanes underneath.

The proposed alignment of the roadway included several stream crossings of Waters of the United States with unmapped floodplain. Baxter & Woodman delineated wetlands and prepared permit applications for all proposed impacts. Hydrologic and hydraulic analyses were completed to determine design discharges and establish Base Flood Elevations. Multi-cell box culverts were designed and permits were obtained for floodway construction.  A location drainage study and hydraulic report were prepared.

Additional design elements included complete roadway drainage design, detention basins (with various alternatives at several locations) in compliance with County requirements, floodplain compensatory storage and development of a Stormwater Pollution Prevention Plan.

Work also included widening and reconstruction of ramps leading to and from I-90, installation of street lighting, traffic signals at the ramps, storm sewer improvements, striping and landscaping.

The project required coordination with utilities and multiple agencies, including ISTHA, IDOT, IDNR, IEPA, U.S. Army Corps of Engineers, Winnebago County, and the City of Loves Park.
