Northern Illinois Broadband Installation
The Illinois Fiber Resources Group (iFiber) is a collaboration of Northern Illinois University, LaSalle County, North Central Illinois Council of Governments, the City of Rockford, Boone County and Blackhawk Hills Regional Council working together to provide access to broadband for rural and underserved communities.
In 2011, iFiber contracted with several Design/Build firms to design, engineer, and install a 900-mile fiber-optic network throughout nine counties of northwest Illinois spanning two Districts of the Illinois Department of Transportation. Baxter & Woodman performed design engineering and permitting functions for the entire project, which included the following:
- Fiber-Optic Design Drawings
- Environmental Assessment
- Route Permitting (State/Municipal/County/Private Property/etc.)
- Right of Way/Easement Coordination
- Railroad Permit Coordination
- As-Builts in a comprehensive GIS format
- Weekly Permit Production Reporting
- State/Municipal/County Conflict Resolution
The firm’s role was to manage the scope of services, budget and staffing for Engineering, CAD, GIS and surveying personnel within Baxter & Woodman, as well as communication, coordination and consultations with the client, IDOT, various railroads, and the contractors.
The work required working with an aggressive timeline, coordinating multiple different types of tasks, and maintaining communication with project stakeholders.
